There was a situation several years ago in the Dominican Republic where several of the wealthiest families had lost a fortune in some overseas (South America?) scam. And the government then used a large portion of the country's foreign exchange reserves to bail them out.

I remember the situation because there were widespread electricity blackouts due to a lack of foreign currency to buy oil.

It pains me to see similar things happening in the US.
