That causes a complete breakdown into separate O an H. I think there is reference to HHO as referenced to hydrogen or water torches. But it is a name brand or common reference which is not technically correct. There are chemical reactions which break away one hydrogen molecule and leave hydroxide OH. The reaction usually results in an OH salt such as sodium hydroxide.
