Perth Mint Certificates: Looked at those things about 5 or 6 years ago. You can't just go out and "buy" them. There is a lot of paperwork and verification involved. IMO it is much easier to buy into a Kitco pool account where you can take delivery in the future if you so choose...at a premium of course.
