Well, the story goes that there some suspicious money transfers that he was doing through a shell company. So the IRS called in the FBI. When they looked further, this prostitution ring popped up.

All of that seems reasonable. What is interesting is that they found out it wasn't corruption but prostitution almost a year ago. Yet, they waited. Like they were waiting for something in particular...

Spitzer gave them a club to beat him with.

And they did.
