They have to know it. What is odd is that there is no sign (that is public at least) of a liquidity crunch in the commercial banks, just in the i-banks. The only thing I can think of is that they are trying to innoculate the commercial banks (steeper yield curve) by killing the hedgies, the i-banks, and the USD...
