Well - I doubt the shareholders or employees of Bear Sterns feel like they have been bailed out. I suspect a more accurate term would the American people have been spared a financial panic. As for Goldman - I do not know the details. I do know in prior things like this a profit was realized - eg Chrysler.

As a general statement I am firmly against corporate welfare. Shareholders as they should are taking the hits. Remember - a corporation also consists of people - when vengance is taken on a company - who feels the pain?
