The definitions for financial crimes that are related to terrorism or undesirable groups banned (or on financial watch lists) by the US government are very broad in language, indeed.

It is largely up to the US government to decide what qualifies as an undesirable activity involving financial systems.

('Cause that's what we really care about in foreign relations: the 'rights' of foreigners who... OOPS! Don't actually have any rights extended to them under the US Constitution because they are, er... foreigners.)
