OOPS! Don't actually have any rights extended to them under the US Constitution because they are, er... foreigners.

I didn't say it would violate their rights on the American constitution. In this context they don't have any such rights. I said it would be rather unreasonable for us to force such control on them. Also it would be seen as unreasonable.

'Cause, sure we wanna extend to foreigners all the legal rights of Americans, eh?

Rendition of terrorists is one thing. This is another. Trying to enforce controls on distribution of money for religious teaching across the world isn't going to go over well.
