Yes, Tim, it actually does.

(Or, at least, the discretion is fully within the hands of Uncle Sam to draw the connection to the financing of terrorists.)

"If they train or arm terrorists sure."

Training of jihadists has certainly been going on at many of these Madrassas in question.

"If they order the terrorists to attack or help fund the terrorists sure."

Obviously. (But funding the Madrassas who then train and exhort the jihadists into crossing the border and attacking Allied forces is more then enough of a connection to fall under the federal purview for 'financial crimes'.)
