Its not an either or choice. The two are mostly independent of each other. You can do one, the other, both, or neither.

The initial $440bil figure came not from the Iraq war, but from what we paid for imported petroleum in 2008. If we had invested that much in 2008, or even in 2003, in alternatives, we would still have to import most of that petroleum. So in that case the spending would be close to double $440bil ($440bil for the program for alternatives, plus almost as much for oil and refined products).
