Not really.

I mean fundamentalist school producing large numbers of jihadists who then cross to fight the Allied forces is a reasonably quantifiable thing.... (I mean numbers can be tracked, intelligence operations can confirm, flows of funding and 'hate/kill Americans' literature can be traced and verified....)

Or else pretty much nothing can be done in the so-called 'WOT'... if physical evidence has no meaning.
