Your quantifying isn't nearly as easy or simply as you present it. But even if it was it wouldn't make the distinction between "crank out suicide bombers and insurgents", and "preaching hatred" clear.

What the school did was preach hatred and extremism, then some of its graduates inspired by this hatred and extremism, became terrorists. But the school didn't really directly crank out terrorists unless it also armed them, or directly ordered them, or funded them, or supported their operations, or trained them in fighting and terrorism techniques.

if physical evidence has no meaning.

The physical evidence here is evidence of teaching religious extremism, not evidence of terrorism.
