I didn't see this in the news, but Gary Dorsch reports,

"The Fed shocked the markets on March 19th, draining $22.5 billion of cash reserves, less than 24-hours after slashing the fed funds rate to 2.25%, a three year low."

I would expect that the intention was to trigger selling in the metals and commodity sectors after the DOW's big bounce, BWDIK.
