It's a big deal at the State Dept for anyone to access any passport file they don't have a legitimate reason to access. I am not familiar with the exact rules and procedures, but it's more than just a casual act of picking up someone's file and flipping through it. The State IG office and Pat Kennedy, the new Undersecretary for Management, should do a good job sorting out who did what when. As for the why, that will probably end up in more political circles.
