I absolutely agree with all your points. The State Department has already admitted that the handling of this was flawed, and the internal controls either lax or not utilized. It is amazing that in this day and age of identity theft, with every corporation out there taking extraordinary steps to protect data...our good old government is always the slowest, laziest and least vigilent. Who were these "workers" anyway?
