Being cynical doesn't preclude also being gullible.

One of my best friends is a man who owns a very successful multi-million dollar business that he built from the ground up. He is extremely cynical with respect to believing anything the federal government says.

He believes that the Bush Administration planned the 9/11 attacks. He also believes the moon landings were faked.

When he explains his reasons for believing these things, he applies tremendous skepticism to anything the government says, but not to the things his fellow conspiracy theorists say.

I think the belief among some people that "AIDS was a US Government plot to kill black people" theory is grounded in a similar mix of cynicism, skepticism, and gullibility.
