I would imagine there hasn't been too many foreign living family members over the years and can't remember any.

I would guess that anyone related to the US President would be a huge potential target. Especially if the country they were living in was having stability problems and requiring foreign policy decisions.

It sounds like each President can create his own customized security decrees by EO.
