They were tested and those infected were told they would get free medical treatment.
They were given aspirin.
Effective cures were withheld from all of them, allowing them to infect their spouses and their children. They were not told that they would be autopsied after they died. WHen they entered the army in WWII, after testing positive and being told they had to get treatment, the govt intervened and had them excluded from that requirement.

I just had this discussion on PfP-- where someone argued that it was not a sin of commission, but of omission. I strongly disagree.
