I am not a PJ supporter nor naysayer. I do not know Paul personally and I don't know his management style. However, I do know that Q's management system does not operate in a vacuum. There tends to be consensus in most decisions. I know it is easy to blame the CEO (after all the buck has to stop somewhere), however there is a higher power. The COB/BOD is the ultimate decision maker and if PJ is not doing his job in a capable manner then they must step in and change things. It seems like they did this with Lupin. I don't think Lupin fell on his own sword, he had a gentle or not so gently push from behind.

As far as I know, the good Doctor is still in the picture and functioning as COB. So, I am not sure that the blame for legal setbacks can be layed on any one individual. Lupin's legal decisions to pursue lawsuits were not made in a vacuum, I am sure.

The latest decision to go after the POS for collusion seems to be the first piece of strategy by our new Legal hotshot. Lets see if he is more successful. By the way, I see this lawsuit as strategic rather than tactical. Discovery can be a bitch. Especially, E discovery as we well know.
