That is easy, too. EVs are very different from ICVs. To build the tooling and refit the factories is something that takes years. And the EVs they could have built in that time frame would not have sold outside of a crisis. Range was under 100 miles on a charge, it took all night to charge and they were very heavy. The battery technology of the day was lead acid. Imagine what a collision with dozens of those things in the car.
