Here's the instructions:

Click on Start,
Select: Control Panel,
Select: Printers & Faxes,
Select: Quicken PDF Printer,
Right click and select: Properties,
Select the: Advanced Tab,
Select: Available From,
Set time to: 12:00am to 1:00am, or to any time that you aren't using Quicken.
Click: Apply
Then: Ok

See if this works for you. Sounds crazy, but that's computers for you. This fix worked for me.
