My only direct experience with the two of them was Clinton's visit to Uganda and a regional summit of East African presidents there. From what I saw from my vantage point herding the press around, Hillary was there for the public social occasions but not visible during the substantive meetings and speeches.

Take that FWIW. I wasn't with the President's party except when the press was present. I certainly didn't get the impression from any of the staffers I talked to and worked with that there was any kind of co-presidency at work. Hillary was another VIP in the party with her own staff that needed care and feeding, along with a couple of Cabinet secretaries.
