We, humans, have experience with diplomacy. We know what works and what does not. It is all about execution. You may not think that being a spouse means anything as far as experience is concerned, but Hillary paid attention and is a good student. She lived through those 8 years while her husband dealt with those very similar situations. Bill Clinton did a very good job. You can easily see that especially when you compare his performance to the guy that followed.
Bill Clinton is trying to tell us that he thinks Hillary will do even better. I think he is sincere about that.
It is conceivable that Barack can do better, but there is no evidence. There is no experience. There is only hope.
