However much they are paying, Huawei is booming. If China got onto CDMA/OFDM 450MHz and used that home advantage [instead of their dopey TD-SCDMA which nobody else on Earth will buy unless it's a political deal with African countries or other suppliers to China] then they could leverage vast economies of scale to make 450MHz CDMA/OFDM by Huawei and Qualcomm into the global standard.

As legacy obsolete spectrum hogs in 450MHz are moved off, CDMA/OFDM could move in, giving huge efficiencies and cost savings compared with poor propagation 2GHz UMTS with 12% royalties payable to the GSM Guild.
