Not sure exactly what you mean by "flattening the economic field," but I do know that coal is one of the dirtiest sources of energy even if you ignore the CO2. Just look at China.

Hence any policy that encourages more use of coal should make sure that air quality in general is not affected. Is that cheaper than just building thousands of square miles of solar cells in Arizona? I don't know, but I do know we can't count on cheap oil anymore.
