Your point about spin is a good one- everyone spins- and it's Bush's spinning, and his administration's spinning- that's caused some of the backlash against him. No one has the full story- but some people make good decisions on small amounts of data, and some people don't- many people in the US appear to think Mr. Bush made less than stellar decisions with his minimal data.
