And your explanation of dupe does not hold full logical certainty.

The President's duty first is to protect Americans. He must first say and do what he must to create that protection. It is politically simpler if what should be said is a plausible truth that supports what he must do.
Was slam dunk a staged political statement?

Did the President dupe saddam that we would not ever invade as America was bluffing attack so saddam would not run away of make some compromise that complicated military eradication.

In any case the majority meaning of dupe applies to the hung by the neck side of the duel.
