The key question is what is the specific language of the bill? The three previous bills that the Dems tried to get through Congress were a multi year extension with a bunch of other stuff tacked on including tax increases for the first time on the oil companies.

Now if this bill is just an extension of the old, previous bill that expires this Dec 31st then I think Bush would sign it. If the Republicans in the Senate don't go along they are going to lose seats in November. McCain is on board to extend the current expiring bill.

The beauty of it coming up on Earth day is just great. I can see the tar and feathers now....
