Speaks to the value Qualcomm places on the BRCM IP portfolio. More accurately, it speaks to the value Qualcomm places on being able to sell chips into the US. There's no way Broadcom gets this offer without threat of injunction on Qualcomm's chips. Clearly, Qualcomm initially underestimated the value of BRCM's patents and it took the ITC for them to appreciate that.
