Handset royalties have been the custom and usage of the industry, whether under GSM or 3G. Broadcom, having no significant 3G essential IPR, instead decided to insist on ending Qualcomm's handset licensing business On that note, isn't it somewhat hypocritical that Qualcomm customarily "insists on ending the handset licensing business" of nearly all other players by demanding pass-through rights whenever they can without reciprocation? You hear Qualcomm boast about enabling competition and being a technology aggregator, but I've never really been comfortable with the inconsistencies in Qualcomm's licensing and chip businesses.
