And major military operations where over. (Which doesn't mean it wasn't sort of foolish to say politically even though it was technically accurate)

The problem is that very small scale operations can be more of a problem than the major ones. If our opponents in Iraq actually slugged it out in major military operations with us than they would quickly almost all be dead, and the war would be over. But unfortunately they aren't quite that foolish. The low level operations can go on for much longer.
