You cant have volume when bids are too low. Low vol Stock trading is a message from them that ownes the stock. I understand the OB OS cunundrum to which many have placed themselves.

bottom line is the facilitators of OB and OS will have to face the contradiction posed by actual Supply and demand. The in place inertia which is the foundation for OB OS is revealed for what it is. Sellers have to come from actual owners, and they are rejecting the low bids from them that need em.
