Please Re-Read the article you posted.

The number you highlighted was only out of the sample, not out of all loans. The article only considered 5 million out of a sample of 50 million and 3.3 million of the 5 million are resetting.

Meanwhile there are 45 million other (1st?) mortgages out there, a large number of which are ARMs, and there was no consideration given to 2nd mortgages.
