Exactly.

He's trying to use the temporary advantage (over his Shiite political rivals) that our military strength gives him, but he didn't want to run the risk of consulting with us in advance. :-)

The US being perceived as 'picking sides' in this internal Iraqi political fight, preparatory to the fall's elections in Basra, could be the last straw for our reputation in-country.
