The money is then applied to the general federal budget to be spent."

Actually, most of the annual increase in intragovernmental holdings is now attributable to the interest payments from the government to the trust funds. The operating surplus from Social Security barely covers 10 percent of the increase in the national debt YTD. Bush and Congress have already run up the national debt by another 400 billion at mid-year.
