Bobs, the CD-like substrate acts as a resistor. The current caused by the voltage difference between two points in that substrate that are really near to each other is what heats up a microscopic piece of that substrate (current through a resistor). This is the same principle as why all electrical equipment heats up to some extent, like the tiny wire in the old light bulb that also happens to emit light besides a lot of heat. So your first notion was just fine, there's no laser light involved anywhere.
