"I'm not sure his partners in the Texas Rangers would agree with you on that."

You are correct. He did an impressive job in getting Arlington to condemn that land under eminent domain. And then reneging on their agreement with the city when costs were higher than expected.

While the ethics were questionable, it was effective...

You are aware that the only reason why Bush was associated with the Rangers is because Eddy Chiles was a friend of the family? And that the biggest investor, Richard Rainwater, insisted that someone else get hired to actually run the Rangers?

"Bush was the popular governor of one of biggest states, was heralded for his success with bringing together bitter republicans and democrats in the legislature."

One, the governor of Texas has little power. I hear he played a mean game of golf, but...

And you are correct. He did bring the Democrats and Republicans together. They banded together to over-ride his veto on the CHIPS legislation...

"He also brought Texas residents two billion in tax relief -- the largest tax cut in Texas history."

Right. Which promptly led to our largest budgetary crisis that is only now receding.

"To compare him with Bush in terms of accomplishments is ridiculous."

Good point. So many of Bush's "accomplishments" have resulted in utter disasters. Obama doesn't have that kind of track record.
