I agree, Qualcomm should get whatever they want to charge (netted down by the value of IPR they receive in cross license). I was just trying to follow up on your complaint about the lack of a level playing field in GSM. FRAND does not guarantee a "level playing field." The only 2 ways to get a truly level playing field is if patent holders license their patents for free or if all patent holders do not produce competing products. On the first point, it doesn't seem right to assign a value of zero to all GSM IPR as it didn't invent itself.
