Might not be going so well.

Their Coal To Liquid technology consists of a pre-license to use Syntholeum's technology.

Syntholeum's technology consists of funding a bench scale experiment that was supposed to conclude last year. The results of that don't look so great - two years in they've made some wax. OTOH, if they can sell that tech to China for a couple of Billion, who cares if it actually works?
