"but that was what he was waiting for" No, apparently he was talking in the present tense. Note that there isn't any mention of why he didn't use the school buses. Assuming Nagin had used the school buses, I am not sure where he would have evacuated over a 100 thousand, very poor people. From what I understand, LA and the surrounding states were inundated with evacuees to the breaking point.
