I think the people who were able to get out of NO, got out. It was not just a matter of transportation....but financial, mental and physical mobility. Many of the people remaining in the stadium were very poor people who were both financially and physically handicapped with all kinds of addictions and who had no where to go even if they had transportation. So the stadium was a great solution to finding safety during the hurricane. If the levees had held, they would have been back to their homes in a day or two. However, the levees did not hold and the federal gov't did not care.....a combo that led to a disaster that almost destroyed a major American city.
