When the Winns migrated to Canada, London and Antwerp, we were clearly foreigners and designated as such in London and Antwerp [though there is a common law question about the designation in London, which is another matter].
While obviously foreigners, we could reasonably be sent home as per terms of our immigration.
If "we" were there for generations so that "we" no long included me, but included the usual hash of miscegenation that results from comingled mobs, then "going home" is meaningless. <it would be biblically justified to push all immigrants in all new worlds back to where they came from, bar none >
CB can't "go home" to where she came from because her recent ancestors are from various places. Rumour has it that your DNA is the typical mixture of miscegenation so where would you go as "home"?
Since Tibet is of recent invasion and conquest by the barbarian Han during Mao's maelstrom, it would be reasonable for the local yokels to declare independence and foreigners to be sent home.
The longer comingling goes on, the more difficult undoing the Gordian Knot becomes.
