I agree. Yet, clearly, that is exactly what Cheney did. Assuming he didn't lie, that is.

There are reasons to believe that they did then. And it looks like Operation Desert Fox convinced Saddam to think differently.

And we now know that the administration only gave them selected information. Wouldn't have been good if they reached the wrong conclusion.
