I've never had a problem with Tibetan or other monks. I dislike begging. But it beats outright theft by force which is what the hordes of state bludgers do to me. I can ignore beggars. It's tough to ignore the IRD who are armed to the teeth with police and military services if necessary to take the money they want for them, their buddies and supporters.
