I did find a bigger money-supply spike than what has recently occurred: it was immediately after the 9/11/01 Trade Center attack. See page 6, where the asterisk indicates the anomaly.

So it seems the Fed feels we are in the middle of a similar national crisis.

I think the Fed is overloaded with economic historicists who think in terms of bank runs, bank failures, and panic and are themselves easily panicked.
