mq, get the fact straight. About a century ago, China was divided among the communist and KMT (now Taiwanese government). British only ruled HK, Portugese ruled Macau, German had a piece of district up in ShanDong Province. There were warlords all over the place from western power trying to get their influence with their own law & order. Murder and looting were rampage, similar to the wild west of the US without any common law between countries. German and British were then enemies in China and they constantly killed each other for spying activities. To say there're law a century ago is rubbish, get a history book and know why the Chinese were being forced to sign unfair treaties only to invite more looting and stealing. Don't be an ignorant in this subject. Rolla
