Clinton used up all the cruise missiles so we had to upgrade.

You are correct, the fact that the military replaced the million dollar firecrackers Clinton used to distract the American people from his affairs with more modern equipments was a benefit of his misuse of the military. Even given that, it was abuse of power and should have been punished.
