The performance of any particular public school is tied to the demographics of its neighborhood.

High income=high scores.

Low income=low scores.

It's pretty simple, but we've got crap like no child left behind because people don't understand the basics.

Take the teachers and administrators out of the best performing schools and put them in the worst performing schools and I doubt you'll see any difference.

Such is the reality few seem to grasp.
