Seems like a "heads I win, tails you lose" argument to me.

If a republican runs up huge deficits, it doesn't count because it is attributable to some outside event like the ussr or 9/11

If a democrat balances the budget, it doesn't count because it was during boom times

I don't see how a democrat could ever come out ahead using that kind of analysis.
