The tax increase of 1993 did not cause the economy to boom but it also didn't stop it from booming. That tax increase also reduced the budget deficit and slowed the increase of the national debt thereby making it possible for Bush to cut taxes in 2001. Without the Clinton tax increase, the Bush tax cuts would not have been possible.
